All cable companies operating in the county shall transmit at least 35 television channels to subscribers. Of those 35 channels, at least two channels shall provide regular broadcasts of news and weather, and at least one of the 35 channels shall provide pay per view broadcasts, and at least one of the 35 channels shall be dedicated for community messages that the cable company shall charge a reasonable fee for, or which the cable company shall provide free of charge.
