Any person violating any provision of this chapter, or the vehicle restrictions contained in this chapter of declared disaster emergency, or a warning travel advisory shall be subject to a fine not to exceed $2,500, and such shall be enforceable in any court of law, duly authorized by state law and, in addition to such fine, the court shall be authorized to direct the violator to repay the county for any monetary loss or expense incurred in the incident.
