All property owners whose properties are receiving water service shall be liable for the minimum rate provided by ordinance unless and until the property owner shall, by written order, direct the Water Commissioner or his or her designated agent to shut off the water at the stop box, in which case the property owner shall not be liable thereafter for water service until the water is turned on again.
