The governing body has the power and authority to fix the rates to be paid by the property owners receiving water service from the Water Department. All such rates shall be on file for public inspection at the office of the Municipal Clerk during business hours. The Municipal Clerk shall bill the property owners and collect the money received by the municipality on the account of the Water Department. He or she shall faithfully account for, and pay to the Municipal Treasurer all revenue collected by him or her, taking his or her receipt therefor in duplicate.
