There is hereby floodplain regulations for the city, which shall be designated as “Floodplain Regulations for the City of Henderson.” These floodplain regulations for the city were created in accordance with all pertinent state and federal law. These floodplain regulations for the city shall be determined, established and enforced, and from time to time amended, supplemented or changed; by making certain exceptions; by creating the Office of Floodplain Administrator; by providing for the enforcement of and the penalties for the violation of any of its provisions; for the purpose of promoting health, safety, morals and general welfare of the community.
