All licensees, under the provisions of this chapter shall keep a written record containing an accurate account or description of goods, articles and things purchased by them, the amount of money paid therefor, the time the same is received, the name, residence and description of the person selling the same, which written record, as well as the article purchased, shall be at all reasonable times open to the inspection of the Police Department.
