§ 92.087 ADDITIONAL PARKING.
   The Mayor and City Council may, by ordinance or resolution, order or permit the parking or improvement for lawn, flowers or shrubbery of any other or further portions of any street or avenue in the municipality, which shall not be, in their judgment, necessarily required for actual travel; and, when so parked, planted or improved, it shall be unlawful for any person to lead, ride or drive any animal or vehicle upon, or, in any manner, to injure or deface the portion of the street so parked or improved.
