(A) Any person may plant shade or ornamental trees adjacent to the streets of the municipality, if he or she shall make application in writing with the Municipal Clerk addressed to the Mayor and City Council so to do and if permitted, allowed or directed to do so by the City Council's resolution; and the terms of such resolution shall be strictly followed.
(B) It shall be the duty of the person about to plant trees adjacent to any street to call upon the Zoning Administrator who shall properly mark the line on which the trees may be planted.
