No water pipe, underground electric line or telephone conduit shall be laid in the same trench with the sewer pipe in any street, alley or public grounds in the municipality, or nearer than three feet to any sewer pipe. No underground electric line shall be laid in the same trench with any water pipe, sewer pipe or telephone conduit in any street, alley or public grounds or nearer than three feet to any such pipes or conduits.
