The municipality may provide at any time for the repair of any street, avenue or alley. Where the municipality does not have sufficient funds to purchase equipment to maintain and keep the streets in repair, the municipality may then contract with the county for such services. The municipality shall have the power to levy a tax according to law for the purpose of grading and repair.
