§ 92.053 MANHOLES.
   It shall be unlawful for any person to use any manhole in the streets and alleys of the municipality for anchorage or for any purpose other than that for which it was built. No person except the Sewer Commissioner or his or her duly authorized agents, shall enter or open any such manhole.
