All sidewalks or repair of same shall be constructed of concrete, glass, iron or a combination of such materials and in conformity with such specifications as approved by the City Engineer. The City Engineer may reject the use of any materials that do not comply with such requirements and specifications, or any material that is lacking in quality, and it shall be unlawful to construct any sidewalks from any material so rejected.
