§ 92.021 REPAIR.
   (A)   The Street Commissioner or the City Council may require sidewalks of the municipality to be repaired. The Street Commissioner may give oral notice to the owner of the premises upon which any sidewalk is to be repaired. Such notice will notify the owner of the premises to repair the sidewalk required to be repaired within 48 hours from the giving of such notice. No special assessment shall be levied against the property on the basis of the oral notice provided herein.
   (B)   If any owner shall neglect or refuse, or shall have failed to repair, replace or reconstruct any sidewalk within the time prescribed for giving oral notice, the City Council shall follow the procedure set forth for new sidewalk construction, giving the notice as required therein and assessing the expenses of construction as stated.
