§ 71.07 TRUCK PARKING; VEHICLE LENGTH LIMIT.
   (A)   It shall be unlawful for any person to park or allow to be parked any semi-truck cab, semitrailer, box delivery truck or any truck that exceeds 20 feet in length or a width of eight feet (as measured at the widest points of the vehicle, not to include attached side mirrors) on any street in the city adjacent to property used for residential purposes except to deliver or collect goods, wares, merchandise or materials, in which event the parking shall not exceed two hours in a 24-hour period; however, this section shall not apply to vehicles being used to provide repair, service or moving operations to any residential property. Parking in areas designated as divisions (A)(1) and (A)(2) below is permitted for vehicle repair services.
      (1)   Cedar Street between 14th Street and Main Street on the north curb side;
      (2)   14th Street between Elm and Cedar parked on the west curb side;
      (3)   701 17th Street South of Midwest scale in marked locations; and
      (4)   At such other locations designated by resolution of the governing body.
   (B)   Vehicles that are prohibited from parking on a residential street in the city as provided in division (A) above shall be authorized to park in areas specifically designated by the city for such parking.
   (C)   If any vehicle is found upon any street in violation of this section and the identity of the operator cannot be determined, then the owner or person in whose name the vehicle is registered shall be held responsible for the violation.
