(A) The Planning Commission shall have the powers and duties given planning commissions generally by law.
(1) The Commission shall also exercise the duties conferred upon it by this part and by the Council.
(2) After the Commission has prepared and adopted a comprehensive plan, it shall recommend it to the Council for its review and for its adoption in accordance with law.
(B) Similarly, after such review, it shall recommend to the Council any amendments it deems desirable to the capital improvement program and any ordinance implementing the plan.
