The city shall not grant a license to, nor may one be held by, any person who:
(A) Is under 21 years of age;
(B) Has been convicted of a felony or of violating any state law;
(C) Is not the proprietor of the establishment for which the license is issued;
(D) Has not paid the license and investigative fees required by this chapter;
(E) Is not a citizen of the United States;
(F) Has had an adult use or similar license or permit revoked under an ordinance or statute similar to this; and/or
(G) Already holds a liquor license for the same premises.
