(A) The city shall investigate all facts set out in the application. After the city finishes its investigation, the city shall hold a public hearing and shall give everyone to be heard for or against the granting of the license a chance to present his or her views. After the investigation and public hearing, but under no circumstances longer than 120 days application is made, the City Council shall grant or refuse the application.
(B) The city shall only issue the license to the applicant. The license shall not be transferred to another holder. The city shall only issue each license for the premises or location described in the application. No license may be transferred to another place without the approval of the City Council.
