(A)
The owner or custodian of any dog shall prevent the dog from committing in the city any act that constitutes a nuisance. It is a nuisance for any dog to habitually or frequently bark or cry, to frequent school grounds, parks, or public beaches, to chase people or vehicles in public, to charge at, chase, or annoy any person away from the property of his or her owner or custodian, or to damage, defile or destroy public or private property. Failure of the owner or custodian of a dog to prevent the dog from committing such a nuisance is a violation of this part.
(B) It is the dog owner’s lawful responsibility to immediately pick up its dog’s waste if on property other than its owner’s and properly dispose of it.
(C) No more than three dogs older than four months are allowed to be kept or housed at a property. For rental properties, dogs shall be allowed if allowed by the landlord/rental contract. If allowed by the landlord/rental contract there shall be no more than three dogs older than four months. If disallowed by the landlord/rental contract no dogs shall be kept on the premises.
