The cut surface of a street or alley opening must be restored with the same type and quality of material and at the depth as existed prior to the opening. Asphalt surface repairs or replacements must have a minimum depth of three inches (3") of compacted hot mix asphalt. To repair asphalt surfaces on existing street sections with an asphalt depth greater than three inches (3"), the surface must be restored with hot mix asphalt to an equal depth up to six inches (6") and compacted in no less than two (2) separate lifts, each lift being no less than two inches (2") or more than three inches (3") thick.
