All utility lines, including gas, electric power, telephone, and CATV lines, shall be located underground in proper easements throughout every subdivision. Underground service connections to the property line of each platted lot shall be installed at the developer's expense; provided, however, that the Village Board may waive the requirement for service connections to each lot if adjoining lots are to be retained in single ownership.
