That, in accordance with the provisions and authority of Tex. Local Gov’t. Code, § 211.007, the City Council of the City of Heath, Texas, may, hold any public hearing, after published notice as required by law, jointly with any public hearing which is required by law to be held by the Zoning Commission. Provided, however, that in such a case the City Council shall take no action on any matter before the joint hearing until it has received the final report of the Planning and Zoning Commission.
