When a wrecker operator has towed a vehicle and stored the same, whether at the request of the Department of Public Safety or some other individual, and has stored the vehicle and kept the same for a period of ten days, without having been contacted by the owner or custodian of the vehicle and secured the name of the owner or custodian, then the operator shall notify the Department of Public Safety that he or she is in the possession of the vehicle and by what authority he or she is holding the same in storage.
