All yards or storage areas for damaged, wrecked, disabled and towed vehicles shall comply with the following provisions:
(A) It shall comply with all city zoning regulations;
(B) It shall have a capacity of at least 15 vehicles;
(C) It shall be enclosed by a metal chain link fence, or a fence of similar construction, of at least six feet in height;
(D) It shall be equipped with a gate that is capable of being locked and the storage facility shall be locked when unattended;
(E) It shall have adequate lighting to deter vandalism and theft;
(F) It shall be licensed under the Vehicle Storage Facility Act, being Tex. Occupations Code, §§ 23.001 et seq., and comply with the guidelines promulgated by the Texas Department of Labor and Standards; and
(G) It shall have an adequate indoor parking area which shall be available for storage of any vehicle at the request of the Heath Department of Public Safety.
