No person operating a wrecker service whose principal place of business is located within the city, or persons performing nonconsent tows within the city, shall drive, operate or cause to be operated, nor shall any person employ, permit or allow another person to drive, operate or cause to be operated any wrecker over any street in the city, for the purpose of providing wrecker services for compensation without first having obtained from the city, a permit authorizing the operation and act of the wrecker.
