(A) The City Council has determined that it is necessary and proper to establish and levy user fees to be charged for the use or park facilities. The fees will be recommended by the Park Board and established by the City Council.
(B) A ball field light fee may be charged for the use of the city’s ball field lights and shall be paid by those individuals making use of the lights.
(C) Different fees may be established for residents and non-residents. In those cases, RESIDENT
shall be defined as any person residing within the territorial limits of the city.
