(A) A Park Board is hereby created and established as an advisory board to the City Council. Its members shall consist of seven members appointed by the City Council.
(B) Four of the members shall serve an initial term of two years, and three of the members shall serve an initial term of one year. Thereafter each term will be two years.
(C) The Park Board shall make recommendations to the City Council for improving the city’s parks and ways of raising funds for improvement of city parks.
