Upon the basis of an engineering and traffic investigation, the following streets are designated school traffic zones. The maximum lawful prima facie speed limits hereinafter indicated for vehicles are hereby determined and declared to be reasonable and safe, and such speed limits are hereby fixed for vehicles traveling upon the following named streets and highways, or parts thereof, and the school traffic zones shall be in effect on school days when school traffic zone signs bearing a flashing amber light and located at said zones are in operation. Traffic zone speed limit signs shall be placed at the school zone by the Director of Traffic Control. The maximum lawful prima facie speed limit in the school traffic zones when the amber light is flashing shall be as designated in the chart below. The locations of the school traffic zones are as follows.
