(A) (1) Each and every premise in the city, whether residential or commercial in nature, shall be responsible for the fees established by the City Council for the collection and removal of garbage, trash, and recyclables and such fees shall be established from time to time by resolution of the City Council.
(2) The fees will be billed monthly to each customer and will be payable upon receipt.
(3) A penalty of 10% of the amount of such fees shall be added for payment made after the specified due date.
(B) The city reserves the right to file a lien on the property at the service address for non-payment of the garbage fee upon due notice being given.
