(A) No person, except one who has contracted with the City of Heath for such privilege, may use the public streets, alleys and thoroughfares within the corporate limits of the city for the purpose of engaging in the business of collecting and disposing of garbage and solid waste generated by residences and business in the city.
(B) The City of Heath reserves the right to make further reasonable requirements and regulations with regard to the collection and disposal of solid waste.
