The pickup point for garbage and trash from residential and commercial locations within the city shall be as designated by the franchised garbage collection service of the city, and each person responsible under § 52.01 above to maintain garbage containers at such location shall place such containers or cause them to be placed within four feet of the street surface or right-of-way abutting the lot served, but so as to not block or hinder passage of vehicles.
