Heavy accumulations of brick, concrete, lumber, cinders, automobile frames, trees, shrubbery, large dead animals, industrial waste, industrial by-products and other bulky materials shall be disposed of by the person, firm or corporation owning, occupying or controlling the property upon which such heavy accumulations exist.
