The Planning Commission shall hold at least one regular meeting in each month during the year; except that it may provide in its rules, or by a majority vote of the members thereof one month of each year in which no meeting shall be held. A majority of the members of the Planning Commission shall constitute a quorum. The Secretary of the Commission shall keep an accurate journal of the proceedings and actions of the Planning Commission. By a majority vote of the members of the Planning Commission rules may be adopted governing the conduct and government of meetings, and providing for regular and special meetings in addition to the minimum number of meetings required herein, except that such rules shall not conflict with the provisions of this Charter or any ordinance adopted by the Council.
