(A) The screening required by this chapter may be effected by the construction of a fence, either wooden or chain link with synthetic webbing, so as to completely block the view of what is enclosed.
(B) Approval of a screening proposal shall be obtained from the Office of Building and Inspection prior to the erection of fencing to effect the screening required to hide the recycling establishment, tow yard or mechanic center from view of the traveling public and adjoining residential zoning districts. Failure to obtain such advance approval may result in the necessity of removing and re-erecting part or all screening in order to comply with standards for screening set forth in this section.
(C) Materials for screening shall present an attractive appearance.
(D) The completed screening shall present a neat and clean appearance.
(E) Screening shall not be made from:
(1) Wrinkled or bent metal; or
(2) Pieced together metal or wood panels or other patchwork materials.
(F) Unless a continuous overall neat design is created, all metal or wood panels shall be erected vertically.
(G) Fencing used for screening shall be of uniform height of at least six feet unless a variation in height is approved by the Office of Building and Inspection. Screening heights of less than six feet will be permitted only in such instances where the reduced height is adequate to fully screen the property from the view of the traveling motorist or any adjacent residential district.
(H) Completed screening shall blend with the surrounding area as much as possible.
(I) Screening shall be maintained in good repair at all times.
(J) All recyclable material shall be arranged so as to permit access by firefighting equipment and to prevent the accumulation of water. No recyclable materials shall be piled to a height of more than six feet.
(K) Any set back area shall be kept free of weeds and scrub growth.
(L) No recyclable material shall be burned on the premises.
(M) Fencing used for screening shall not be used for bill posting, signage or other advertising purposes, except that a space no larger than 6 X 12 feet may be used to advertise the recycling establishment, tow yard or mechanic center. When an establishment fronts on more than one street, space for advertisement shall extend to each street on which the establishment abuts.
(N) Screening shall comply with local, state and federal regulations and laws for environmental protection.
(O) Entrance gates shall be sufficient to block the view, and shall be closed so as to block the view at all times when the recycling establishment, tow yard or mechanic center is not in operation.
(P) Any recycling establishment, tow yard or mechanic center which cannot as a practical matter be screened shall be removed within six months of receipt of notice of violation.
