Recycling establishments, tow yards and mechanic centers by definition contain items which are so visually offensive as to create a public nuisance which inhibits tourism and potential growth and development of this community. This chapter promotes and protects the visual aesthetic character of the land surrounding highways to persons residing in the vicinity and persons traveling thereon, while allowing each landowner to conduct business upon his own property, provided such business is conducted in such a manner as not to be injurious or offensive to others. This chapter provides an effective means, in the public interest, of controlling the offensive unsightly characteristics of recycling establishments, tow yards or mechanic centers without impeding the operation of such businesses from which the nuisance originates.
