§ 157.100 ADMINISTRATIVE OFFICER.
   The Board of Commissioners shall appoint as Administrative Officer an enforcement officer who may be a member of the Planning Commission and who shall be charged and provided with the authority to enforce the ordinances, regulations, and codes governing land development and use and to issue building permits and certificates of occupancy. The Planning Commission has established a schedule of reasonable fees to be charged for the issuance of permits and certificates by the Administrative Officer. The Administrative Officer, in the performance of his duties and functions, may enter upon any land and make examinations and surveys that do not occasion damage or injury to private property.
