(A) Pursuant to KRS 100.211, a proposal for amendment to this chapter may originate with the Planning Commission, the Board of Commissioners, or the owner of the property in question.
(B) Pursuant to KRS 100.211, the Board of Commissioners must refer any change in the zoning code or zoning map to the Planning Commission for its review before adoption.
(C) At least one public hearing shall be held by the Planning Commission on the proposed amendment after notice of the hearing has been given as required by KRS 100.211. After the public hearing, the Planning Commission shall make findings of fact and a recommendation of approval or disapproval to the Board of Commissioners. It shall take a majority of the entire Board of Commissioners to override the recommendations of the Planning Commission.
(D) The Planning Commission shall review the proposed change and shall within 60 days from the date of its receipt advise the Board of Commissioners whether it approves or disapproves the change. If the Planning Commission disapproves the change, a written statement of the reasons for disapproval shall be transmitted to the Board of Commissioners. A majority of the entire membership of the Board of Commissioners shall be required to override the disapproval by the Planning Commission. It shall also take a majority vote to adopt said proposed amendment.
(E) The Planning Commission and the Administrative Officer shall ensure that amended zoning district boundaries are accurately placed on the certified copies of the zoning map and shall initial and date all additions to the map.
