The intent of the Hazard Downtown Incentives Program (hereinafter referred to as the "HDIP" or the "Program") is to create a downtown with culture, tourism, and community value by providing financial incentives and assistance to aid developing new business, retention of current businesses and to preserve the historic downtown buildings. It is the goal of the HDIP to be provide a broad range of incentives to various economic actors including property owners, new businesses, and existing businesses. All incentives in this section will be limited to the Downtown as defined below.
