(A) It shall be unlawful for anyone to commit an act of willful destruction or damage to the property of the city. The property of the city is to include all publicly-owned property under the jurisdiction of the city. This is to include all property presently under the jurisdiction of the city and all property that may, after this date, be owned by the city.
(B) In addition to willful destruction or damaging of property, this section is to include damage or destruction to city-owned property by negligence or reckless conduct.
