It is unlawful for any person, firm, or corporation to land an airplane, helicopter, or other aircraft within the corporate limits of the city without first having obtained a permit. Permits shall be issued only upon application, which shall set out the necessity of the landing, and shall be submitted to the City Manager or Chief of Police for his consideration and approval.
