All persons who engage in the business of purchasing gold, silver, or other precious metals, diamonds, rubies, or any other gem stones in the city shall keep a record of each purchase made by them enumerating each item purchased and the person from whom they purchased it, the date and time of each purchase, and the amount of each purchase. All purchasers shall keep these records in a permanent bound volume available for inspection by the officials and law enforcement officers of the city at all appropriate times.
