The Fire Chief may issue a permit for the continued use of an existing warehouse, storage facility, handling equipment, building, or structure for the storage of ammonium nitrate which is not in strict compliance with the terms of this subchapter in cases in which continued use will not constitute a distinct hazard to life or adjoining property.
