A permit issued pursuant to this subchapter shall be obtained from the Fire Chief to store, have, or keep, in quantities of l,000 pounds or more, pure, fertilizer, and other grades of ammonium nitrate, and mixtures containing 60% or more by weight of ammonium nitrate and which are classified as oxidizing materials by the authority having jurisdiction. Permits shall not be transferable. Each permit granted by the Fire Chief shall be valid for such period as may be specified, not to exceed one year. Each permit shall be a revocable license, and shall expire when revoked.
