§ 73.21 COLLECTION OF MONEY; PARKING METER FUND.
   (A)   It shall be the duty of the Chief of Police, with the advice and approval of the Board of Commissioners, to designate some members of the Police Department to make regular collections of money deposited in the parking meters, which collections shall be made at least twice each week. It shall be the duty of members of the Police Department so designated to remove from the parking meters the sealed cylinders therein, containing the coins deposited in those meters, and to deliver the sealed cylinders with the seals unbroken to the City Treasurer as soon as practicable thereafter.
   (B)   It shall be the duty of the City Treasurer to break the seals on the cylinders, and count the funds contained in the cylinders and deposit the funds to the credit of the city in the special fund called Parking Meter Fund. The Parking Meter Fund shall be disbursed upon order and under the direction of the Board of Commissioners for the following purposes only: first, for payment of the purchase price and cost of installation of the meters; second, for maintenance, operation, and necessary and reasonable repairs of those meters; and third, for the regulation and control of traffic on the streets of the city.
