(A) No person shall operate a motor vehicle on any street or other public way in the city at a greater speed than 35 miles per hour unless a different speed limit has been lawfully established by the state or the city.
(B) No person shall operate a motor vehicle on any public way at any time at a speed greater than is reasonable and proper, having regard to the traffic and use of the highway, or so as to endanger the life or limb or injure the property of any person.

(C) Penalty. Whoever violates the speed limit set forth in this section shall be subject to the same fine as set forth in the fine schedule of KRS 189.394.
