(A) In order to further effectuate compliance with this subchapter and to achieve its intended results, the Mayor and City Manager are hereby authorized and required to plan and implement temporary service interruptions to all or part of the city water supply system, as may be deemed appropriate, when any and/or all of the following conditions are determined to exist:
(1) Voluntary conservation measures have not achieved or resulted in a significant reduction in system-wide usage as determined by the Mayor or City Manager;
(2) Mandatory conservation measures have not achieved or resulted in a significant reduction in system-wide water usage as determined by the Mayor or City Manager;
(3) Temporary service interruptions are necessary in order to further extend limited and/or dwindling water supplies; or
(4) Maintenance or repair to the system requires that service to any significant portion of the system be disrupted or interrupted for the time period necessary to perform such maintenance or repair.
(B) In the event that it is determined that planned service interruptions are necessary, the city shall give its customers through the public media (newspaper, radio and television), such notice of service interruption as is reasonably practicable, and such notice shall:
(1) State the day or days when the planned, temporary service interruptions will occur;
(2) State the time when such planned, temporary service interruptions will commence, and, if known, the time such interruptions will cease;
(3) State whether the planned, temporary service interruptions are to be imposed on the entire system, or a part thereof, and, if only part of the system will experience planned, temporary service interruptions, identify the geographical boundaries within which the planned, temporary service interruptions will occur; and
(4) Advise all customers within the areas affected by planned, temporary service interruptions how to treat any water received from the system for human consumption, during the period of planned, temporary service interruptions and for such additional time as may be necessary until full pressure is restored to the system.
(C) If the planned, temporary service interruption is imposed as authorized and required by this section, priority will be given to the continued delivery of water to health care facilities, schools and other public institutions within the area affected by such interruptions, by means of any adequate, alternative delivery measures which may be available.
