(A) This chapter shall apply to all water uses within the city and within those additional geographic areas served by the city water system, to the extent not inconsistent with applicable law and existing contracts. The provisions of this chapter relate to the utilization of water from the city water system and are not intended to restrict water use from other sources. Nothing in this chapter shall be constructed to interfere with common law riparian or statutory water rights except as specifically set forth in this chapter.
(B) All rules and regulations not enumerated in this chapter will be detailed in the City of Hazard Utilities Rates, Rules and Regulations for Providing Water Service in the City of Hazard's Incorporated Areas and Perry County. These Regulations are subject to the provisions of this chapter; these Regulations have been incorporated into this chapter. In this chapter the "city" refers to the City of Hazard's Water Company.
