(A) Reimbursement of cost. Prospective gas utility customers shall be responsible for the full reimbursement of any tap-on costs incurred by the city in connection of gas utility services to such customer's property, and such amounts shall be in addition to any deposit or other customary fees paid at commencement of service. All tap-on fees shall be due and payable in full by the utility customer prior to commencement of utility service unless tap-on fees are paid or waived pursuant to third-party agreements or satisfactory alternative arrangements are made for payment.
(B) Inside and outside tap-on rates. The usual and customary tap-on rates charged by the city for new gas utility customers located inside and outside the city limits are as follows: Inside the city limits, $450; outside the city limits, $450. However, the tap-on fees payable by individual prospective customers may be increased by the City Manager as needed to pay for any extraordinary costs of connection pursuant to division (A) above.
(C) High pressure lines. The tap-on fees payable for gas utility customers of any gas pipeline in the utility system which normally carries gas at pressures greater than 50 psi will require special equipment to reduce gas pressure for consumer use. The cost of any special equipment necessary to regulate gas pressure for any customer shall be added to the usual and customary tap-on rates set forth in division (B) above as a surcharge due at the time of payment.
