The city gives itself authority to encroach upon any right-of- ways, real property, streets and alleys owned or controlled by the city, or upon other properties with the property owner's verbal or written permission, for the purpose of maintaining and constructing water pipelines, sewer pipelines or any other related appurtenances so that the city's water and sewer systems may be operated at maximum efficiency.
