No police officer shall take on or in or allow anyone to ride with him in any Police Department vehicle, except the City Manager, City Commissioners, the Mayor, any prisoner, or members of the police force detailed for the purpose, or, when assistance is actually needed in responding to an emergency call, or with permission of his superior officer.
