It is hereby determined that the uses, structures and activities described herein, if allowed to exist, will result in blighted and undesirable neighborhoods as to menace the public health or safety of persons and property, will reduce the value of surrounding private property in the vicinity, will promote deterioration of neighborhoods, will create fire hazards and constitute an attractive nuisance creating a hazard to the health and safety of minors, provide conditions that are a harborage for rodents and insects injurious to health, safety and general welfare of the public and such activities are, therefore, a public nuisance within the meaning of Idaho Code 50-334.
